Included is not the same as finalized

Included is not the same as finalized

On Ethereum, a submitted transaction first enters a pending pool. A validator must include it in a block; later, consensus can upgrade that block through justified and finalized states. Ethereum's documentation describes finality as a stronger assurance that a block will not be changed without a costly network-level attack.

A transaction hash alone does not establish that settlement is complete. For ledger systems, distinguish pending, included and finalized when describing a transfer's status.
